Many of the sprite artists on this forum are. Copshowguy, Brotoad and Fupoo, just to name a few.

Most of the skins are already done.

Well, I sometimes use Sonicman or Winter/christmas/whatever Sparkman, and when VirtualSonic43 finishes it, the Dataman skin (of course)

I use the Franziska Von Karma skin, even though I pretty much "hate" the character.

I flip through alot of skins, but the most common one's i've been using are the Quote skin, the Megaman X skin, the Magmaman,Solarman,and Tornadoman skins, the Starforce Megaman skin, Grey and Ashe from ZX Advent, Magicman and Burnerman, and Megaman.EXE.
