Heh...that one is really tucked away.  It's in the ceiling...somewhere.  Bringing up the map might help you find the little square it's hiding in.

No...it isn't
Isn't the only stage it actually appears on, outside of Eddie, Quick Man's stage?  Either way, Flash Man's stage should have it.  Like in a window or something.

I can't find Charge Man's. It's not outside the train, where I thought it would be

I've seen it but the guy that found it had no clipping on so I have no idea how you find an angle to see it without cheating... its inside part of the train.

You have to use the kick slash thing, he boost you forward enough you can see it for a split second.

Yeah, there are a few that you have to kill yourself to see (Mr. X's).  A helpful way to find them is to turn on the map and look for any shape anomalies like odd boxes and such.  That's how I found Bubble Man's and his was the last one I found.
