Hey, I'm starting a thread to log things about my fangame I'm working on. It actually doesn't have a title (hence the thread name), but I do know that Dr. Cossack will be making his triumphant return!
Here's the storyline of the game (at least the opening anyway, no spoilers for you), tucked away in convenient spoiler format!

In the year 20XX...
A year after the outbreak of Roboenza, Dr. Wily has been freed from jail on the strict condition that any and all of his robots had to be converted to "good guys" by the foremost authority on robotics technology, Dr. Thomas Light.
Four months later, Wily started construction on Skull Castle Park, a brand-new amusement park with lots of different attractions and rides. To persuade the public that the park was safe, the eight robots in charge of the various attractions at the park were built by Dr. Mikhail Sergeyvich Cossack, a robotics expert from Russia.
Everything seemed perfect. The park was a huge success, and once, even Mega Man and Roll went to the park and loved the visit! The eight new Robot Masters were heartily accepted by the existing robots, and it seemed as if they were another part of the family. And with Wily out of the way, Mega Man could finally enjoy life like the kid he felt he really was.
But then, three months after Skull Castle Park opened...
BLAM BLAM BLAM Blam blam blam blam...
Mega Man: DARN IT! THIS GAME IS IMPOSSIBLE!
Auto: Cool it, Mega Man! You've been going at it for six hours!
Mega Man: Still... Dr. Wily was MUCH easier to fight in real life...
Auto: Let's watch TV or something, that will calm you down.
(Auto starts changing channels... until a signal jams the TV.)
Cossack: Oh, Mega Man! It's been a while, hasn't it?
Kalinka: Hello there, Mega Man! You're the coolest!
Cossack: Yes, yes, and here is Kalinka.
Mega Man: Is everything all right?
Cossack: Yes, of course. I was just having a little issue.
Roll: What's the matter?
Cossack: I was running diagnostics on my robots when I noticed that there was a stray line of code in the robots' performance modules. Usually, when new code is added the robots put it in to upgrade performance, but they didn't know anything. It doesn't do anything at the moment, but it's strange that new code would pop up out of nowhere, so I was going to ask Dr. Light to come check it out.
Mega Man: Sure thing! I'll tell him when he comes back in.
Cossack: Well, thanks a lot Mega Man, you're a great help.
Kalinka: Bye, Mega Man! Tell Proto Man I said hi!
Later in the week, Dr. Light checked out the code in Cossack's robots. The data signature was completely foreign, and looked totally different than the code Wily used in his hundreds of reprogrammings. And, of course, the code was totally harmless, so the two professors generally ignored it.
Then, a month after the incident, after everyone forgot that the stray code even existed...
Wily: Ah, it's Mega Man! How are you liking your second trip to Skull Castle Park?
Mega Man: I think the park's really nice! I especially loved --
BOOM BOOM BOOM
CRAAAAASSSSSHHHHH
Auto: Wh-what was that?!
Mega Man: Look over there... the robots are going berserk!
Roll: Mega! It's not safe here! We have to get out of here!
Wily: Hey, don't forget about me!
(They hide in a staff break room.)
Wily: My beautiful castle... under attack!
Roll: What's gotten into those robots?!
Wily: Whatever it is, it needs to get OUT of those robots -- and fast!
Auto: Mega Man, we need your help... again!
Mega Man: Right! You get everyone else safely out of the park!
Auto: Gotcha! Good luck, Mega Man!
Wily: The fate of the world is in your hands! Oh, but no pressure!
Here's all of the bosses in the game, listed in weakness order! And instead of just having a crappy list of names, I decided to have a less crappy list of boss dialogues against Mega Man (a la Powered Up style).

Mega Man vs. Geyser Man
Geyser: "Ah, Mega Man. How delightful of you to visit me."
Mega: "Geyser Man, snap out of it! Your water works have gone out of control!"
Geyser: "What's wrong? Don't you want to stay around for a swim?"
Geyser: "Pumped up!" ~fill boss meter~
Mega Man vs. Meteor Man
Meteor: "Sizzlin' circuits, it's YOU! I LOVE YOU, ROCKMAN!"
Mega: "What? Rock Man? There are NINE Robot Masters?!"
Meteor: "Oh, never mind. I guess you're just not into giving autographs."
Meteor: "FLAME ON!" ~fill boss meter~
Mega Man vs. Hermit Man
Hermit: "Huh? That's strange, I didn't expect you to survive this far."
Mega: "Stop this, Hermit Man! You're causing chaos in this forest!"
Hermit: "No matter. With my super-fortified shield, you'll be a goner in no time."
Hermit: "Prepare yourself!" ~fill boss meter~
Mega Man vs. Stratos Man
Stratos: "Hey, Mega Man! You feeling a little light of air?"
Mega: "Don't do this, Stratos Man! Stop wildly changing the weather!"
Stratos: "What's the matter, you've never crashed a party before?"
Stratos: "Extreeeeeme!" ~fill boss meter~
Mega Man vs. Tectonic Man
Tectonic: "Hey Mega Man, you seem a bit shaken up..."
Mega: "If you want to help me, then quit setting off earthquakes!"
Tectonic: "I wish I could do that... but it just feels so GOOD!"
Tectonic: "It's time!" ~fill boss meter~
Mega Man vs. Neon Man
Neon: "Geez, kid... you really took your sweet time getting here."
Mega: "Neon Man, please listen to me! You've gone crazy with energy!"
Neon: "I'll ignore your late arrival... but I'll have to finish you off at the speed of light!"
Neon: "GO!!" ~fill boss meter~
Mega Man vs. Dragon Man
Dragon: "Heh, so you were able to get past my stage? Impressive."
Mega: "Calm down, Dragon Man! You have a lot more strength than you know!"
Dragon: "You pest! You're no match for a gentleman like myself."
Dragon: "En garde!" ~fill boss meter~
Mega Man vs. Angel Woman
...I actually don't know what to do here. I have two ideas.
One, I could make Angel Woman really sweet, and she doesn't like hurting others.
Two, since there are only three female RMs (if you count Roll), she could talk as if she thinks
she's super sexy.
Either way, it'll be hilarious to watch. XD

I actually don't have pictures yet. I know what I want the RMs to look like, but I fail at drawing and I'm pestering a friend to draw them for me.

I'm fairly good at editing Mega Man's sprites, so ,if there are any Robot Masters with his desgin copied, and or just using his basic outline, I could probably help with that.
Also, Angel Woman should be all nice! And, since she doesn't like hurting others, you could SOMEHOW get Mega Man framed for accidently shooting her or something? (It could be a cutscene of sorts) Also, if you think that programing that cutscene with Angel Woman will be a pain, then you could go with her thinking she's sexy idea. I'll use your basic outline to try and format some sort of text dealie for ya.

Angel: "What's this? The great Mega Man wants to peak at my beauty?"
Mega: "W-What?"
Angel: "You'll have to work for it!"
Angel: "[TEXTHEREDEPENDSREALLY]" ~fill boss meter~
The last line is whatever you was going to use there, like, for Dragon you have "En guarde!"
My favorite Robot Master is automatically going to be Meteor Man. xD
Also, please, please, please, PLEASE let Dr. Wily be a innocent ;_; I think he's so awesome. And, he certainly seems like he's innocent for once. I love his last line in the introduction though.

Wily's innocence? That would be a first.
No spoilers for you!
Also, like in Powered Up, I'm planning on making every RM playable after beating them Buster Only, even the three secret Robot Masters! Mega Man, Proto Man, Bass, Roll, and Auto will also be playable. That means a LOT of boss dialogue, especially when you fight YOURSELF. Just imagine Meteor Man versus Meteor Man! It would be a nonstop fountain of references and internet memes!
Each character will have (at least) two weapons, and they can buy various things by collecting Bolts from enemies.
At Light Laboratory, you can buy support items like E-Tanks, W-Tanks, M-Tanks (YEAH YOU CAN BUY THOSE) and Eddie. Over at Cossack Citadel, you can buy infinite-use equip items like the Slide Adaptor, Energy Balancer, and Combo Breaker. And, if you collect 1337 bolts, you can purchase Auto for use as a playable character!
Auto is INSANELY overpowered. His standard shot is a punching attack that does absolutely massive damage at close range. Charge up Auto's attack, and he shoots a rocket launcher like in MM8's Rush Jet flying levels. The blast can destroy anything short of a Gamma Mini* in one shot, and the blast radius can go past shields to hit Snipers from behind!
*Gamma Mini: a very small version of Gamma that attacks by shooting a laser out of his chest. He can also try to step on you like a Big Eye. Gamma Mini is the game's "Big Eye impersonator" and usually resides just before a boss hallway.

Let's just answer both of you guys' questions at once.
First off, there WILL be voice acting. With all playable RMs, there's a very large emphasis on character interaction. And having boss dialogue in text... it just doesn't do justice to their unique personalities.
Pretty much anyone can try out and be a voice actor for any character; it's just a fan game, after all. However, I want Meteor Man to be voiced by Ian Shaggario (aka Shagg (aka "kuposan3" on YouTube)), or in the case that Shagg can't do it, someone that sounds a lot like him. Same thing for Dragon Man and RoahmMythril.
Because there is a large emphasis on voice acting, I don't think that an 8-bit style will work out. I picked up a really nice 8-bit engine from the YoYo Games forums and it has fantastic physics... but, honestly, do you guys think that having good, modern-age voice acting will match up with old-school, retro-style graphics?
I've actually been working out maps and layouts for the RM Stages. All weapons, items, and upgrades in the game have been planned, and I have basic layouts for the RM Stages. I can't really think of good puzzles for the Fortress Stages until the physics and engine are 100% done, but we'll cross that bridge when we get there.
The ideal perfect solution would be to have a 16-bit engine with MM&B physics (the MM7 physics felt too blocky in my opinion). However, 16-bit sprites are a pain in the ass to animate, and making a brand-new 16-bit RM from scratch...? It's nigh impossible to get something that actually looks GOOD. So, until I figure out what engine would be the best for the project, or (worst case scenario) realize that I may have to make a new engine from scratch, it's just a gigantic blueprint.
And now, for a little more information of the game. I'll confirm that Wily is not the final enemy of the game, as well that the Wire item from MM4 will hopefully be in the final game. Trust me, it will have a use! I promise the Wire won't suck!!

If it isn't in 8-bit, I can't be of any help here, best voice acting I could send you is from my DSi, and, I'm sure you wouldn't want that.
